Thanks, closing as not a bug in steam-installer.
I failed to identify the culprit, as the file did not belong to any package
currently installed on my machine.
https://codesearch.debian.net/search?q=99default-arch&literal=1 doesn't
find anything in Debian referring to that filename either.
