This is a late transition bug for pytorch 2.12.0 - I've uploaded the
package to unstable but soon realized a transition is needed. My

I've scheduled binNMUs of pytorch-cluster and pytorch-scatter (with
dep-wait on riscv64). Please upload pytorch-audio and pytorch-vision
to unstable once pytorch is available on riscv64, unless they have a
versioned build-deps on pytorch >= 2.12 or so.
It looks all issues blocking the testing migration are resolved.
some hints are neeeded to finish the transition (see #1138829),
but this is something the release team has to do.
This already happened, and the transition is done. Closing.
