Currently there is no way to set MAXDELS in modules.local, limiting the
number of simultaneous queued email deliveries that can take place. This
setting is very important in keeping low-resource mail servers
responsive. It may make sense to allow MAXHOST to be set in the same
place (and perhaps MAXRCPT).
