raft-boltdb fails to build on riscv architecture. This package is dependent on
boltdb, which is incompatible with riscv. Example build log is shown below.
bbolt is an updated fork of boltdb that does support riscv, but raft-boltdb has
a build dependency on boltdb. I created an issue on the raft-boltdb upstream
github page (https://github.com/hashicorp/raft-boltdb/issues/27). This FTBFS
still occurs with the latest upstream release 2.2.0. See #982931 for another
package impacted by this incompatibility with riscv.
