Dear Maintainer,
I use two languages -- English and Hebrew, and so I use two keyboard layouts.
I usually switch between them using a keyboard shortcut, and that mostly works.
But I've found that the language can only be switched when the focus is in a
window where one may edit text. This means that if I click a window decoration,
language cannot be switched with the shortcut; it also means that choosing a
language with the mouse, using the pop-up that springs when the icon from the
system try is clicked, never works.
On a more minor tone -- I sometimes run apps as a different user; when these
have focues, the layout switcher apparently fails to realize that it is in
"editable space", and again, language cannot be switched.
In case this matters, the apps in question include Konsole and Firefox, and
I start-as-other-user with kdesudo (yes, I'm a relatively recent convert from
KDE).

Hi Shai,
sorry for the very long delay in answering.
What you describe is the typical behaviour of per-window keyboard groups:
back then Cinnamon handled layouts through libgnomekbd, which binds the
XKB group to the X window holding the input focus, so switching while the
focus is on the panel menu or on a window frame applies the change to
those and it is reverted as soon as the application gets the focus back.
That whole stack is gone. Upstream rewrote keyboard handling in Cinnamon
6.6.0 (commit 5fd574898, "Modernize keyboard handling"), dropping the
libgnomekbd, libcaribou and xapp dependencies and adding Wayland support.
In Debian this arrived with cinnamon 6.6.7-1, and libgnomekbd is not even
in the archive any more. In the new code the per-window mode is the
org.cinnamon.desktop.input-sources per-window key, which is false by
default, and it tracks real managed windows, not the panel menus.
I'm therefore closing this bug. If you still cannot pick a layout with the
mouse on trixie or sid, please open a new report saying whether that
per-window key is enabled.
