This tool generates changelogs out of git commit logs.
It is a convenient tool as part of a release pipeline.
Being able to install it easily on Debian systems would be ideal.
I intend to package this as part of the Rust team.

I no longer intend to package this tool, as the CI of the upstream
repository is left deliberately failing, making my packaging work too
complicated. I prefer to focus on other projects instead.
