as the subject says, decopy should translate found licenses to at least SPDX
2.x, so:
GPL-2 -> GPL-2.0
GPL-2+ -> GPL-2.0+
GPL-3 -> GPL-3.0
GPL-3+ -> GPL-3.0+
That would be the first step in the adoption of SPDX 3.0.

Not that long ago I added the option --spdx to decopy that tries to
produce valid spdx ids for the detected licenses. It's not perfect, but
it produces the right results for the most common license.
