vips builds its gobject-introspection by default when tools are
available unless it detects a cross build. For cross builds, the default
is flipped in the meson.build file. Since we do not want such
cross/native differences in Debian, we should be explicit about this
choice. Once doing so, vips cross builds successfully. Please consider
applying the attached patch.
