Hi,

This package fails to build a source package after a successful build
(dpkg-buildpackage ; dpkg-buildpackage -S).

This is probably a clear violation of Debian Policy section 4.9 (clean target),
but this is filed as severity:minor for now, because a discussion on
debian-devel showed that we might want to revisit the requirement of a working
'clean' target.

More information about this class of issues, included common problems and
solutions, is available at
https://wiki.debian.org/qa.debian.org/FTBFS/SourceAfterBuild

Closes: 1048334
Changes:
 locust (2.46.6-2) unstable; urgency=medium
 .
   * debian/rules
     - remove locust_output.json, left by a failing test, in clean;
       Closes: #1048334
     - drop --with python3, replaced by dh-sequence-python3
     - make test failures fatal; skip the tests needing network access, one
       expecting localhost to resolve to IPv6 and two with a racy shutdown
     - share the test exclusions with the autopkgtest, and run it on symlinks
       to the installed package, as the tests are not installed
     - generate a manpage with help2man
   * debian/control
     - bump debhelper compat to 14; add dh-sequence-python3 and
       dh-sequence-single-binary to b-d
     - drop the substvars, now applied automatically
     - use upstream's synopsis, "Developer-friendly"
     - bump Standards-Version to 4.7.4.1 (no further changes needed)
     - add Testsuite: autopkgtest-pkg-pybuild
     - add help2man to b-d; drop <!nocheck> from the b-d imported by
       locust --help, needed to generate the manpage
   * debian/python3-locust.manpages
     - install the generated manpage
   * debian/python3-locust.lintian-overrides
     - override image-file-in-usr-lib, the web UI assets are served by Flask
       from the package directory
   * debian/upstream/metadata
     - add upstream metadata
   * debian/source/options
     - remove, egg-info is no longer generated since the switch to hatchling
