This was caused by ironic's tests referencing legacy keystonemiddleware
options (admin_user), removed in keystonemiddleware 13.0.0. Fixed
upstream in 37.0.0 by commit 0d88c7329 "Drop reference to legacy
keystonemiddleware options", so 1:38.0.0-3 in unstable contains the fix.
Testing will get it when 1:39.0.0-3 migrates (it was blocked by the
FTBFS #1149372, also fixed).
