The library's SONAME is versioned, not "libamd_smi.so": $ readelf -d libamd_smi.so.26.2.1 | grep SONAME 0x000000000000000e (SONAME) Library soname: [libamd_smi.so.26] The files are distributed per Policy accordingly: libamd-smi26 (runtime, §8.1): libamd_smi.so.26.2.1 (real object) libamd_smi.so.26 -> .26.2.1 (SONAME symlink) libamd-smi-dev (§8.4): libamd_smi.so -> libamd_smi.so.26 (unversioned link for ld(1)) Per Policy §8.4 the unversioned libamd_smi.so is a *development* file and belongs in the -dev package; it is not a run-time file. Placing it in libamd-smi26 would be the actual Policy violation. I confirmed the same SONAME and layout in the current 7.2.4-1. Closing.
