As searching www.debian.org did not help, I think it is a bug.

Hi,

The "Install these packages without verification?" message appears when 
there is no public key with which to verify the source of a package 
slated for installation. It does not come from dselect or dpkg.

During the update operation a message like...

Reading package lists... Done
W: GPG error: http://lpnotfr.free.fr ./ Release: The following 
signatures couldn't be verified because the public key is not 
available: NO_PUBKEY 69B808D5570961A1
W: You may want to run apt-get update to correct these problems

...would have been spit out (perhaps briefly, try: "dselect update").
Selecting a package from lpnotfr.free.fr would result in the 
verification prompt.

The fix is to get a key for the repository (likely a 3rd-party or 
unofficial one) and add it to /root/.gnupg/pubring.gpg. see 
http://www.debian-multimedia.org/faq.html for an example of an 
unofficial repository needing this step.
