The documentation claims that the baud rate defaults to 9600 bps if not
specified:
SERIAL port [baudrate]
Enables a serial port to act as the console. "port" is a
number (0 = /dev/ttyS0 = COM1, etc.); if "baudrate" is
omitted, the baud rate defaults to 9600 bps. The serial
parameters are hardcoded to be 8 bits, no parity, 1 stop bit.
For this directive to be guaranteed to work properly, it
should be the first directive in the configuration file.
However, if I don't specify the baud rate, serial console mode doesn't
work. Either the documentation should be changed to reflect the lack of
default, or syslinux should be fixed to use 9600 bps as the default
speed if none is specified.

This was fixed in upstream 2.x of syslinux already.
