Joe's currently broken as to how it handles -skiptop -- it clears the screen
before running, so the area skipped at the top is always empty. Until this
is fixed (a bug has been filed), I think it makes sense for bug not to try
to use this feature.

I think I had seen the original bug reports that forced that, but
I don't remember them any more.
As it happens, I tried -skiptop with joe 3.x, and it seems that it actually
works again, and the old terminal initialization patch from the 2.8 branch
doesn't apply because they appear to have fixed both problems.
So, there we go, after almost eight and a half years, let's close these
two bug reports :)
