Please move the ntp configuration into separate directory /etc/ntp/
This would help putthing these filets to a common place and leave
/etc less cluttered:
/etc/ntp/ntp.conf
/etc/ntp/ntp.keys < Authentication file
The ntp.keys is not shipped with ntp-server, but perhapsh it should
by default. It is used to keep the authentication key in there
and the ntp server will overwrite the content.

I didn't see any more input on this, so I'm closing this. The ntp keys are in
fact in /var/lib/ntp, so there isn't really a need for a directory anyway.
