Hi,
The debconf template has no added value for the configuration of the
album package and should therefore be removed (from debconf-devel(7):
"It should be used only for important notes that the user really should
see, since debconf will go to great pains to make sure the user sees
it").
For more details: the first part about non-freeness of the software is
already implicitely said with the section where Debian users can find
this package as well as in the copyright file, and the second part
belongs to normal documentation, i.e. README.Debian or any other
appropriate location.
Cheers,

Changes:
album (3.04-2.1) unstable; urgency=low
.
* Non-maintainer upload to fix longstanding l10n and debconf-related issues
* Remove the note template and move its text to README.Debian
Closes: #388705, #377642
This removes the need to depend on debconf and therefore the
support for the cdebconf transition. Closes: #331737
This also make the debconf translations irrelevant.
Closes: #326137, #268367, #318441, #330427
* Fix obviously outdated Debian packaging practices to make
the package a little bit cleaner:
- upgrade the debhelper compatibility to 4
- move debhelper to Build-Depends
