Steps to reproduce,
1) Start with a fresh gnome profile
2) Drag a couple of launchers from the apps menu onto the pannel
3) Click down the pannel fairly quickly, but being carefull to only
click each launcher once
Note that more than one instance of some programs has been started.
This was also a problem with gnome 2.10
