I just ran into a situation where fail2ban could not add a rule for
the SASL subsystem. Thus, it flooded the log, trying again and
again, and each time, it would execute the fwstart rules for the
other ports, so I ended up with several dozens of SSH rules added by
fail2ban's SSH target's fwstart configuration option.

If a rule fails to execute, maybe only retry it, not all rules?

Please if anyone encounters this issue -- reopen the bug - there might
be something indeed but due to recent jump in version there is high
possibility that the issue got resolved even if it was present ;-)
