Is there still interest in this?

I have preliminary packaging but it requires more work regarding
some issues.

The first one is that the libpypy-c.so filename is hardoced in the plugin,
whereas it contains the version in Debian and there is no symlink
(/usr/lib/x86_64-linux-gnu/libpypy3.9-c.so on my sid host).

The second one is that the very basic "Hello world" autopkgtest fails
in the same way described ias an upstream bug[1]. There seems to exist
other issues[2][3] with the pypy plugin upstream.

It seems that the pypy plugin has never been ported to pypy3. Things
do not seem to be moving upstream.

>From the state of things, it does not seem reasonable to introduce this
plugin into Debian.
