The current version available in the Debain Stable's (12) repository is
3.99.5final.sp14-2 and 3.99.5final.sp14-2+b1 in unstable (SID). But the
manufacturer's version is 3.99.5final.sp16.
After fixing the watch file to pull the latest driver from the
vendor page it sees only SP16:
Where should the new versions such as SP17 be copied so that the watcher
can find them automatically?

I would package that version instead of SP17, which is located on a
different site.
