This may well have to do with the preconfiguring in debconf. When debconf asks questions, the packages are not even unpacked. Workaround: Install snort-pgsql. Grab database initialization file to somewhere else (like home directory). Uninstall snort-pgsql. Install snort-pgsql, and see to that everything now works.
