In current zwiki, bare WikiNames containing non-ascii characters work if your system locale recognizes the characters as upper or lower case. (The corresponding page url will include only ascii characters, eg NameWithUml_c3_a4ut, by default).
Also, as a special case if you have no locale configured a selection of european characters (latin-1 plus some others) are recognized in bare wiki names by default. As previously noted, a free-form wiki name (in square brackets) may contain any characters regardless of locale.
