Hi I have the same problem:
Package: kernel-image-2.4.27-1-686 Version: 2.4.27-6 OS version: Testing My connection tops off at 1K. My external 56K modem is connected to ttys0. It doesn't matter if I disable acpi in kernel. My modem connects to my ISP at about 40K. It doesn't matter if I disable discover version 2.0.6-3. When I boot Debian into my other kernel (bf2.4 from Stable), the problem dissapears.
