This is a non bug. The font choosen which is missing some characters
(thus creating box with the utf8 number) depends on the user
configuration.

Also now that xft1 is obsolete, obviously the font come from pango (if X
still have a partial support, the configuration file /etc/X11/XftConfig
is not in the x packages anymore, thus upgrade or cleanup are not
performed).


Xft2 use fontconfig (provide the font list, and perform a filtering for
each font forge), libfreetype2  and X Render extension . 

This bug should either move to the whole sarge so that it use only fonts
taht have all caracters for all languages (be it tibetan) by default
(let s say even for firewall tasks).

My main concern is why those font bugs are still listed as mozilla bugs
!
mozilla does not manage fonts itself , it cannot draw font badly. Only
the user can change the font settings, and fontconfig the default font
(by binding serif to another font than usual).
libfreetype2 can provide wrong sizes or render badly .

the only way to fix those are downgrading freetype when it breaks or
configuring fontconfig filters with dpkg-reconfigure fontconfig.
And obviously checking the DPI either the X one (from X logs) or the
gnome (gnome-font-manager), kde ones (kxconfig).

For those that want most world characters check that you have the
bitstream vera installed, it has tibetan, indi, georgian , maybe antic
egyptian :)

Also it can happens that corrupted or baldy packaged fonts make
freetype2 either segfault or render improper sizes. So if it bugs just
after installing a font, try removing it first.
