I do not really understand what you do here. I can see that only root have access to those directories. ... Less than good. It is now fixed. Unfortunatly it will not fix it for you as this fix only applies to a fresh install. But it will be fixed for everyone else. If you remove the package and the /var/lib/debarchiver/incoming directory and make a new install it will be fixed for you too.
