The standard behavior for gtk is to move the scrolling widget to the absolute point clicked on with the middle mouse button. This is the actual behavior in the upstream release (1.0), and every other gtk application I've ever used. Not having this working can be somewhat annoying, since scrolling long distances up and down a big page can be very slow. I haven't reported this upstream, since the bug only exists in the debian package.
