That doesn't matter in Debian, you should just upload with the same
source package name unless there's a very good reason not to. I don't
see such reason cited.

I don't understand why you're waiting for removal to upload new packages
-- that's never have been a requirement. Just upload if you have them,
or don't if you don't have updated packages. Choose source package name
carefully, and the old version gets superseded automatically.

So this is a serious (pseudo-)bug on gnuradio, justification:
"Maintainer considers this version unsuitable for release". This bug
will serve to make sure testing will not ship with gnuradio 0.9.
