dh_strip tries to chose the right strip itself (since approx 2 years
ago), so yes it probably deals with this issue for you.

It has no real effect on bootrapping because the early part has to be done
cross, and debhelper is thus available. It would make things worse for
someone trying to do native bootstrapping, but as you say, an awful
lot of packages build-dep on debhelper already.
