   Did a dist-upgrade. desktop-file-utils would not upgrade.
   

   * What exactly did you do (or not do) that was effective (or
     ineffective)?
   I downgraded libpcre3:, libpcrecpp0 and libpcre3-dev to 8.12-4

   * What was the outcome of this action?
   desktop-file-utils installed and my workstation is working again.

   *What outcome did you expect instead?
