(I speak as NMUer of an unrelated change to this package and submitter
of #660044, not as the package maintainer).

This is the opposite of #660044. It looks like the NMU to fix
this did not include a Build-Depends on a suitably recent netbase, so
I'm guessing your build platform has an old version.
