I could reproduce the problem.


Actually I did two things:

#1 starting from a fresh user directory :
$ cd
$ mv .icedove .icedove.backup
$ LANG=C icedove

In this test, the OpenPGP menu is not available at all. The enigmail
package is however installed on my computer.

#2 restoring back my .icedove directory, and creating an empty profile
$ LANG=C icedove -profilemanager

The OpenPGP menu is back, but enigmail does not find GPG in the
preferences menu.
Furthermore, I get an popup window titled 'OpenPGP Alert' displaying:

"
Enigmail: Enigmime Service not available

To permanently avoid this alert, either fix the problem or uninstall
Enigmail. Click on the Help button for more details.
"

In the preferences window, enigmail still asks for gpg.
Even after forcing the path for gpg, I still get the popup window each
time I select a new message.



#3 moving back to step #1, (i.e. deleting my user directory), now the
OpenGPG menu is available.
But the problem remains the same as described in step #2.
