The FHS says, that removable media should be mounted as a subdirectory of /media. That means, /media needs to be writable. systemd mounts a tmpfs at /media as the goal is to support a ro-/ -- Why is it that all of the instruments seeking intelligent life in the universe are pointed away from Earth?
