on mentors.debian.net we offer both, HTTP and FTP support to upload packages. Similar to ftp.upload.d.o we do not allow to overwrite packages in the incoming queue though. That's all fine when people use FTP, as dput will just continue and upload missing files. However it does not follow that behavior for HTTP uploads. Thus, I'd like to suggest to treat HTTP 403 errors as non-fatal and just try to go on, perhaps by displaying the same warning you do for failed FTP uploads.
