Well, that is common practice, these things happen. Especially wih
cleveref that patches many of the core components, I see that
problems with footnotes might surface.
By default NOT every package can be used with EVERY package. And even
if it worked for some time, newer versions might change this behaviour.
So your best bet is to write to the author of cleveref and ask if
he can do something about this interoperability. THe upstream
author of cleveref seems to be quite active, see
texdoc cleveref
for contact details. We will not do anything but see wait if any
update is done in TeX Live.
