Discussions in #231340 have shown that there's some consensus among the shadow package maintainers to not consider the fact that pwck warns about nobody's home directory as a bug. pwck purpose is checking inconsistencies, whether they are on purpose or not. The mentioned issue about "obscure" -e option is no more a concer. This option is no more supported (or, more precisely, it just does nothing).
