This is the crux of the issue.  Since we need to know the version of libssl
in order to
perform the dynamic link, there is no reason to avoid putting it into a
dependency line.

I suppose a better solution would be to make the name of libssl that the
executable
expects to load be a runtime parameter.  Then, the only other thing to do
is fix
the dependencies so that the libssl-dev version be a Recommended dependency.
