Udev cannot read the  rules of python-expeyes:

udevd[383]: unknown key 'SYSFS{idVendor}' in

udevd[383]: invalid rule '/lib/udev/rules.d/99-phoenix.rules:2'

The reason is, that SYSFS{} is no longer supported by current udev versions.
It is replaced by ATTR{}:

ATTR{idVendor}=="03eb", ATTR{idProduct}=="21ff", MODE="666"
ATTR{idVendor}=="0403", ATTR{idProduct}=="6001", MODE="666"
