That's also ungrammatical and poorly punctuated English.  Given that
the packages depending on libnetpbm9 have a *combined* popcon vote in
single figures, most of it would be conveyed more effectively by

That looks to me like a reasonable suggestion.  We can't expect
developers to treat library descriptions as very high-priority, since
after all the packages are pulled in automatically when needed, but
when there's a good description lying around spare it might as well be
put to use!
