The package "moin" has never been included in an official release of the Debian distribution. So no attempts has been made to provide a smooth upgrade path. MoinMoin is primarily a Python library. So the package to install if you want MoinMoin on Debian is python-moinmoin, not moinmoin-common. I may at some point package convenience packages like "moin-cgi", "moin-fastcgi" that takes care of setting up the use of the MoinMoinlibrary with different web environments, and perhaps even a "moin" package depending on one of those. I dare close this bug as a misunderstanding.
