yes, I think most of apreq is in httpd trunk. But it is not in the 2.4.x branch. It will take some time until the remaining open questions about apreq's integration are sorted out. Maybe it will be added to a 2.4 release, afterwards. But I am pretty sure that this won't happen in the next few months.
