I've now seen this, but it might be independent of the recent changes:

$ sudo ./checkrestart

There was a cowbuilder build going on in the background.  After it
finished, the problem went away.

checkrestart -p seems to work now, but it appears that I currently don't
have a system state where the -p makes a difference.
