Install lightdm, then try to purge it. When it fails, try to run the
relevant maintainer script (here it should
be /var/lib/dpkg/info/lightdm.postrm I think). If if it still fails, try
to run the commands manually (the bad one seems to be "deluser --system
lightdm")

Configure the locale first, maybe? (locale-gen en_US.UTF-8)
