As a side not Evince has problems displaying the output from CUPS-PDF.
Does this mean the Evince problem also exists with out.pdf from above?

The text is not readable. Xpdf displays everything correctly though.
I can't reproduce that here; but for some reason my PDF-queue will treat text files as PS and invoke gs for PS->PDF conversion, which will result in an empty PDF even in xpdf. OTOH out.pdf from texttopdf (using FreeMono font) displays fine with xpdf and evince-gtk (3.2.1-1+b1) here.

So that issue is a separate bug in Evince I guess.
Might well be. What is known not to work is extracting text (i.e. pdftotext) from PDFs generated by texttopdf (there are some exceptions, thought).
