Upstream maintainer says: I'm marking this one "won't fix". 

The correct answer to "is there a better way to uncompress a gif that
doesn't lose transparency?" is "Use the GIMP, ImageMagick, the
Python Imaging Library, or some other highly capable multi-format
graphics tool."

gifrotat and the other utilities in the giflib package are fossils
from an era in which these more polished tools didn't exist. I don't
think giflib either can or should try to compete with them.

The direction I'm taking is to focus hard on bulletproofing the core
library (which is what the likes of GIMP/PIL/ImageMagick use) and to
do no more than absolutely minimal maintainence on the utilities
except insofar as they're useful for regression testing.
