No, the translators are free to use the encoding they want to use. There
may be a consensus in the near future to use only utf-8, but some people
still disagree with it. It shouldn't be a problem for the maintainers,
as it is better that they never edit the .po files, but just copy them
in the right place and ask the translators to fix buggy files.
