Subject: ucf: Ucf needs root access to display the help message

Hello,

When I try to get the help message from ucf as a standard user, I get
this error message:

$ ucf --help 
debconf: DbDriver "passwords" warning: could not open 
/var/cache/debconf/passwords.dat: Permission non accordée
debconf: DbDriver "config": could not write /var/cache/debconf/config.dat-new: 
Permission non accordée
$

and no help message. If I connect as root, everything works.
