I used the test case provided by Alexey Sokolov to run git bisect on
this problem. The results are:

Fix scoping of forward class declarations nested within a class (for C++).
Also fix %template and resolution of template parameters that are typedefs.

So this problem was introduced in Subversion commit 12764. Hopefully
this is of some help to fix this problem.
