We can confirm this same issue here at VLSCI and that reverting:
/usr/share/request-tracker3.8/lib/RT/Interface/Email.pm
to the version in request-tracker3.8_3.8.8-7+squeeze1_all.deb does
indeed fix the problem for us (phew!).
