Bug#332438: no hint on config file format anywhere

I can't find any hint on how to write a list of 'must have', 'may have' or 'must not have' packages.
Or is /etc/pkgsync supposed to be a directory?
There is no default, nor any example configuration available.
not even google got me anything.
How do people use it??
