It looks like we do create "/run". So we have no option but to back out the change.

This does not include working out how to undo the damage you have
caused, if this is safe or possible.

You must additionally make sure that you do not provide the
/run directory in your package, or create it.  Both these
actions will break squeeze upgrades.
